Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support
As prime on contract N00104-03-F-Q320, LMI provided technical and eBusiness functional expertise in support of the DON eBusiness Operations Office in the areas of eCommerce (EC), Supply Chain Management, standards, and industry research. LMI built the NAVSUP Enterprise Architecture (EA) and ensured a smooth transition to NAVSISA. We conducted training modules on NAVSUP’S Methodology for Business Transformation and the DoD Architecture Framework (AF) to help facilitate migration of EA products to NAVSISA personnel.
As the prime contractor for GS-35F-5835H/M00264-03-F-0204, R&K Solutions, Inc. applied its knowledge and expertise in the way the Department of Defense manages its real property inventory to define, design, develop, and sustain several computer applications to help the US Marine Corps to more effectively and efficiently manage its facilities. This suite of applications includes the Commanding Officers’ Readiness Reporting System (CORRS) that gives commanders at all levels visibility of the condition of their facilities, the Facility Degradation Model (FDM) that gives Headquarters, US Marine Corps a budget programming number of the penalty costs associated with deferring needed maintenance, and the Facilities Asset Inspection Module (FAIM) that provides facility managers at the installation level a tool for scheduling and implementing a condition inspection program. R&K developed these applications and has continued to provide full life-cycle support of these programs since the initial development over eight years ago.
As the prime contractor for N40080-05-C-7039, R&K Solutions, Inc. is managing the installation and implementation of a Commercial-Off-The-Shelf (COTS) facility management application for the Navy under a contract from NAVFAC. Leading a team of four subcontractors, including the COTS developer, we worked with NAVFAC to integrate the application into the day-to-day operations of the various Public Works Centers, Regional Engineers, and Headquarters, NAVFAC. The application links to and shares data with the Navy’s Single Platform – Maximo (SPM) facility maintenance management system and is Navy-Marine Corps Internet compliant. We are currently preparing the training material and classroom presentations to train Navy users in the application.
As subcontractor on contract CSC S-078G05, DAI provides for the development of the Information Assurance Program for the Groundbased Missile Defense System.
Program Support
As the prime contractor for GS-35F-5835H/NA47408-04-F-5523, R&K Solutions, Inc. applied its knowledge and expertise in the way the Department of Defense manages its real property inventory to define, design, develop, and sustain a computer application to help the US Navy more effectively and efficiently manage its facilities. The application, initially called the Installation Readiness Reporting System (IRRS) when it was a server-based application, was subsequently renamed the Facility Readiness Evaluation System (FRES) when we converted it to a web-based application. The application gave commanders at all levels a clear and concise view of the condition of all the facilities for which they were responsible. The application also incorporated a function to calculate the penalty costs associated with failing to provide the necessary funding to adequately maintain a facility.
As a sub for FO48187, TRG is providing business, financial management, and technical program support to the Installations Requirements and Management Directorate (IRM) within the Office of the Secretary of Defense (OSD). OSD IRM is responsible for ensuring that the Department of Defense (DoD) maintains a secure, safe, reliable, and efficient utility infrastructure. DoD’s utilities have historically been undercapitalized and many systems have become unsafe and unreliable, jeopardizing mission performance. Privatization helps provide long-term DoD mission assurance by harnessing commercial capital and expertise to improve utility systems to industry standards.
As prime on contract GS00F0026M, 797HH6247, LMI provides functional and management expertise to the Strategic National Stockpile (SNS) of the Centers for Disease Control and Prevention (CDC). They support the Field Medical Station (FMS) program in planning and warehouse operations; maintaining requirements; auditing items in the database for financial, formulary, and supply chain accuracy and compliance; developing a production plan; estimating costs of kits; and coordinating acquisition plans and developing statements of work. LMI upgraded the SRP Oracle system to enable bar coding and began Oracle Order Management implementation by training users and supporting database integration requirements. They also coordinated the new FMS warehouse build out project. LMI personnel deployed with FMS to San Antonio, Texas to support Hurricane Dean when it made landfall to evaluate the DSNS response capability.
As the prime on contract FA 8505-05-D-0002, Zone 4– SOW 3.20 Program Support Emerald Consulting Group provides logistical support to the U.S. Air Force F-15 Foreign Military Sales Program at Warner Robins AFB, Georgia in defining requirements and input and tracking through the DoD supply system. Emerald maintains daily contact with client, DoD agencies and distribution to ensure on-time delivery and maintains a database to determine supply effectiveness.
As the prime contractor for GS-35F-5835H/M00264-07-F-0334, R&K Solutions, Inc. is assisting the Headquarters, US Marine Force Reserves develop a real property management program to oversee their inventory in compliance with DoD and Headquarters, US Marine Corps directives. Initially this involved conducting individual site surveys to accurately define their inventory of facilities. Where appropriate, we are collecting condition information and preparing individual floor plans and site maps as needed. Comprehensive master plans will be prepared for a number of their larger sites to ensure that proper planning for facilities necessary to support the missions and functions of assigned organizations. R&K will also be reviewing potential facility management applications and making recommendations about which ones MARFORRES should consider for implementation. R&K ties these diverse activities together by providing consulting support to assist them in the execution of their program management function and mission.
As a subcontractor for contract HTC11-07-D-0009, LMI provided USTRANSCOM with analytical and functional skills to develop actionable strategies leading to key transportation and distribution process improvement efforts. LMI supports the Distribution Process Owner (DPO) Management and Strategy Division (TCJ5/4-S) with strategic planning, initiative development, performance measurement, and meeting facilitation. They translate strategic guidance into tactical actions and initiatives; develop approaches, review issuances and other related regulations and policy documents; develop documentation including the USTRANSCOM Strategic Plan.
As a subcontractor for W52P1J-07-D-0010, TRG is providing onsite business, financial management, and technical program support to the US Army in Camp Arifjan, Kuwait as part of the LOGCAP IV program. Camp Arifjan is the central logistics program management hub for contingency operations in Iraq. TRG subject matter experts act as a force multiplier to the government staff.
As prime on NAVFAC contract N40080-05-D-7027, Doyon-Emerald provides program management services to the Arctic Military Environmental Cooperation (AMEC) Program for DoD and U.S. Naval Research Laboratories (NRL). Support includes review of the overall execution of the project, expenditures, task implementation, progress reports and other deliverables.
Research and Development Support
As prime for Contract N00104-03-F-Q320(B), LMI provided on-site support for the Department of the Navy (DON) eBusiness Pilot Program and acted as executive agent for the DoD Rapid Acquisition Incentive for Net-Centricity Fund. LMI managed more than 70 pilots that together were valued at $43 million. Each pilot was designed to improve capability or efficiencies for the war-fighter.
As prime for contract W74V8H-06-F-0044, LMI supported the Joint Sea-basing capabilities-based assessment (CBA). They prepared the joint capabilities document; assessed the joint integrating concept and illustrative concept of operations (CONOPS); produced the Sea-basing CBA functional area analysis and functional needs analysis; participated in Joint Staff and Navy war-gaming; performed research to make doctrine, organization, training, materiel, leadership, personnel, and facilities (DOTMLPF) recommendations for eliminating identified deficiencies and gaps; and identified useful analytic enablers and models suitable for Sea-basing application.
As Prime for contract W9124R-05-C-0138, LMI developed the CONOPS for the Joint Precision Airdrop System and addressed the airdrop request process, recovery and retrograde of air drop equipment, aircrew procedures, and rigger and aerial port procedures. They prepared a DOTMLPF change recommendation and expanded a set of seven scenarios that will be used to set the stage for airdrops at the NATO Precision Airdrop Conference and Demonstration in May 2008 in France.
As a subcontractor on contract GS-10F-0317, LMI supports USTRANSCOM with Advanced and Joint Concept Technology Demonstration (A/JCTD) program management and oversight, JCTD candidate development and prioritization based on distribution process owner (DPO) and Joint gaps and requirements, management team participation, and a daily interface with USTRANSCOM’s RDT&E program to ensure proper program alignment and budgetary discipline.
As prime on NAVFAC contract N40080-05-D-7027, Doyon-Emerald provides research and development support to the Arctic Military Environmental Cooperation (AMEC) Program for DoD and U.S. Naval Research Laboratories (NRL). This is a jointly-funded effort between the US, UK, Norway and Russia to provide interchange of technical information. Doyon-Emerald is involved in three areas associated with handling of solid radioactive waste: 1) identification and implementation of suitable technologies for processing, 2) improvement of storage capabilities, and 3) transition of mobile pretreatment facility into comprehensive waste treatment facility.
Functional and Administrative Support
As a prime on contract 4300038-230, LMI assessed the Commonwealth of Pennsylvania’s Bureau of the Integrated Enterprise System (IES) to determine how well it was aligned to carry out its expanding mission. They provided process and organizational realignment recommendations.
The Chief of Naval Personnel tasked LMI as prime on contract N00104-05-F-Q393 to help assess total force manpower usage and alignment within functional or service delivery areas and to develop recommendations on improvements in processes and associated organizational structures, manpower allocations, and personnel policies. LMI identified the total cost of ownership and manpower of the Navy’s C130 fleet and provided alternatives for lowering the cost of ownership and manpower savings. They developed a detailed process map for Navy activities to identify Military to Civilian conversions, fund, and hire replacements in an ongoing program, and developed a phased plan to convert in excess of 30,000 billets over the Fiscal Year Defense Plan.
As the prime contractor for GS-35F-5835H /M00264-03-F-0150, R&K Solutions, Inc, provided functional support to Headquarters, US Marine Corps (LLF) in overseeing the management of the Marine Corps’ inventory of real property. We applied our knowledge and expertise in the way the Department of Defense manages its real property to help HQMC develop processes and procedures to more efficiently and effectively manage its inventory. We helped HQMC implement the directives of the Federal Real Property Management Council by interpreting requirements, determining means to gather and report necessary information, and representing the Marine Corps in DoD working groups meeting to prepare DoD responses.
As the prime contractor on GS-10F-0439P /SP8000-06-F-0017, R&K Solutions, Inc. provided functional support to the Headquarters, Defense Logistics Agency (DLA) to help manage its inventory of real property. We brought our extensive knowledge and expertise in the way the Department of Defense manages its real property to help Headquarters, DLA perform this function. One of the major tasks we performed was to help DLA reconcile their inventory of real property with the corresponding inventory identified by the host installations of the various uniformed services on which the DLA organizations and agencies are physically located. With our knowledge of the real property inventory systems of each of the uniformed services we were able to identify inconsistencies and help resolve the differences. With maintenance, recapitalization, and operational funding based on accurate inventories, it was in the best interest of DLA to have an accurate inventory of their real property and that their inventory matched that of the host installation.
As a subcontractor for FO48187, TRG is providing business, financial management, and technical program support to the Installations Requirements and Management Directorate (IRM) within the Office of the Secretary of Defense (OSD). TRG provides clerical support through facilitating meetings, gathering and disseminating meeting minutes, and reporting on Utility Privatization program activities.
As the prime contractor on GS-10F0439P/GST-07-05-BG628, R&K Solutions, Inc. provided functional, analytical support to NAS Corpus Christi to evaluate and analyze the facility requirements of the host and tenant organizations and activities on the installation. With that evaluation and analysis they developed a facility management plan designed to provide a working environment that fostered and supported an effective execution of the organizations business process. Evaluation of existing business processes was based on office evaluations of existing organizational documentation as well as on site interviews with activity managers. R&K’s prior knowledge and experience in providing this kind of support to all the uniformed services contributed significantly to the overall quality and usefulness of this work since there is a major Army activity on NASCC. R&K was fully qualified to address the unique requirements of both services.
As prime on NAVFAC contract N40080-05-D-7027, Doyon-Emerald provides functional and administrative support to the Arctic Military Environmental Cooperation (AMEC) Program for DoD and U.S. Naval Research Laboratories (NRL). Support includes technical and conference meeting support, and preparation of decision documents, proposals, status reports, meeting agendas and record of meetings. Doyon-Emerald also provides translation and technical interpretation support.
Engineering, Systems Engineering, and Process Engineering
As subcontractor on contract 1283620000, LMI is providing direct support to NAVSEA 05D and the Marine Corps Expeditionary Warfare (EXW) community in new ship and craft design. These services will ensure integration between the Marine Corps’ EXW and Sea-basing requirements and the SEA 05 role executing future concepts and ship designs for amphibious ships and craft, the Maritime Pre-Positioning Force (Future), high-speed connectors, sea-based operations, and related systems.
As prime on contract DABJ01-03-F-1274 (A), LMI supports Combined Arms Support Command focus areas, including Joint and Modular Force concepts, force structure modernization, truck and joint high speed vessel (JHSV) development and fielding, and Army transportation capabilities. LMI developed the Army and joint concepts, capabilities, and doctrine necessary to enable the mobility of the Army’s Modular Force, supporting modernization of the Army watercraft fleet, and development and integration of joint high-speed surface lift into the Future Force’s land- and sea-based concepts. Provided draft of the Army’s 2008 Watercraft Master Plan and revised the Army’s watercraft doctrine.
Modeling, Simulation, Stimulation, and Analysis Support
As prime on contract NOOO30-06-C-0016, LMI provided analytical support for Navy Strategic Systems Program Office, evaluating supply chain management for the Navy’s TRIDENT submarines. They assessed the target locator line candidate threshold level, explored potential improvements to the benefits curve, and assessed the LMI Peak Policy as an alternative to the existing policy algorithms using LMI’s Financial and Inventory Simulation (FINISIM) model. They also assessed the effect of the DLA National Inventory Management Strategy and Navy Enterprise Resource Planning (ERP) on TRIDENT supply support, evaluated the validity of current inventory stocking algorithms in SSP Instruction 4423.27D, and assessed the effect of prime contractor material value on projected savings.
As prime on various contracts including SP0103-04-D-0008 and BPA 549-98-10, LMI developed inventory models for DLA. Using FINISIM, we developed, tested, and applied an improved heuristic method to recommend inventory levels for these hard-to-manage items. Known as the “peak policy,” their model uses an empirical distribution of demand for each item and protects against surges in demand. LMI assessed three peak policy alternatives.
Software Engineering, Development, Programming, and Network Support
As a prime on contract S-046-72519, LMI assisted Amtrak in determining the best alternative for providing application support for maintenance of way and maintenance of equipment, while integrating those applications into the planned enterprise environment.
As prime on contract 2ASPER-03-B-2148, LMI created a standard library of form automation scripts, developed documentation, and created 140 automated forms for the USPS using Adobe LiveCycle Designer software. USPS was committed to automating forms to decrease costs and streamline operations. Because of the number of forms and the short timeframe, JavaScript coding was used to develop scripts for common elements so they could be reused. The forms were also Section 508 compliant.
As the prime on contract FA 8505-05-D-0002, Doyon-Emerald provides software/hardware engineering and network support to the U.S. Air Force F-15 Military Sales Program at Warner Robins AFB, GA, ensuring proper operations of the software developed and/or purchases to support the POD System. Emerald researches and provides recommendations for specialized hardware and software to support the RSAF Data Network and Wide Area Network Infrastructure, assisting in site surveys and troubleshooting the system.
Reliability, Maintainability, and Availability (RM&A) Support
As prime on contract GS-00F-0026M/TO62422, LMI provided analytical support for the ADUSD(MR&MP). This $5 million task included deriving accurate cost and production data for DoD depot maintenance operations, systems and data to support materiel readiness analyses, visibility of maintenance in PBL data. They provided strategic planning and analytical support for maintenance-centric logistics operations; maintenance management forums and symposium support; identification of DoD maintenance costs. LMI also implemented Lean principles for depot-level repairables; integrated maintenance technology and information technology; developed depot maintenance requirements and analysis (BRAC2005); implemented unique-item identification (UID) in DoD depot maintenance operations; and structured DoD maintenance for future operations and support requirements.
System Safety Engineering Support
As prime on contract 2ASPER-06-B-0079, LMI helped the U.S. Postal Service (USPS) Headquarters Safety and Environmental Performance Management address national safety and health (S&H) policy issues; program and deploy the resources required to address OSHA and internal S&H requirements; integrate safety processes into all USPS business functions; improve approaches and prototype methods for all S&H policies and programs; rapidly respond to emergent S&H issues in accordance with USPS policy and federal regulations; revise, develop, demonstrate, and implement new S&H processes and procedures; analyze and support S&H training requirements; and analyze and update of safety, health, and risk management documents, instructions, and manuals.

As subcontractor for CSC S-0781G18, DAI provides CM, QA and Systems Engineering support to the System Engineering & Integration Directorate in support of the Missile Defense Agency Groundbased Missile Defense System.

Interoperability/Test & Evaluation/Trials Support
As subcontractor on contract CSC S—0781G07, DAI provides Test and Evaluation planning and execution support to the Test and Evaluation Directorate of the Missile Defense Agency Ground Based Missile Defense System.
Logistics Support
LMI had a multiyear contract GS-00F-0026M,TO34263 with the Navy Logistic Planning and Innovation Office to provide support for design, development, and implementation of reengineered product support practices and related initiatives within the Navy; to analyze logistics support process improvements; to evaluate automated systems and tools, as required; and to provide management, technical, administrative and acquisition management support. Their work supported the SEA Enterprise Program, NAVICP, NAVAIR, Materials and Corrosion Research and Development programs for ONR, the NAVSUP ERP Program Office, and the Navy Logistics Library program.

As a sub for W52P1J-07-D-0010, TRG is providing contract administration and analytical support services to the Army to enable the oversight of its multi-billion dollar Logistics Civil Augmentation Program (LOGCAP) IV program. LOGCAP is an initiative by the United States Army to pre-plan during peacetime for the use of civilian contractors to perform selected services in wartime and other contingencies to augment US forces in support of Department of Defense (DoD) missions.
Supply and Provisioning Support
As prime on contract N00140-04-F-0265, LMI helped the Navy Logistics Library improve efficiency. LMI developed a business case and coordinated the transition of high-demand publications from DLA to the Army, which generated more than $300,000 in cost avoidance. They analyzed publication inventory data and developed the Warehouse to Web initiative to reduce warehouse stock and increase web access to Navy publications. They also created a warehouse labeling and packaging guide, projected future publication volume and budgets, compared print-on-demand and mass reproduction of high-demand publications, and developed a plan of action to execute a program risk assessment. This project generated $1.3 million in annual cost avoidance for the Navy by transitioning 2,700 items to the Army distribution facility; reducing warehouse stock from 20,000 to 5,000 stock numbers and from 2.7 million to 122,000 individual copies, through digitization, disposal, and relocation; and increasing web access from 17 percent to 30 percent of NLL publications.
As prime on contract N00174-01-F-0067. LMI provide development, integration and support of Automatic Identification Technology (AIT) systems to enhance logistics business processes of ordnance and other DoD supply classes. They conducted AIT industry and logistics research and analysis, and prepared a semiannual report of emerging AIT, packaging, handling, and transportation technologies that may impact on the future application of the Advanced Technology Ordnance Surveillance (ATOS) system and related Logistics management Technologies (LMT). LMI also assisted with the development of a cost-benefit analysis (CBA) test plan for the Advanced Technology Ordnance Surveillance (ATOS) ACTD. This included mapping “as-is” processes into a process simulation tool.
As prime on contract FA4452-03-F-0062, LMI supports USTRANSCOM strategic initiatives with business case analysis, research, and facilitation to assess transformation efforts. We collect and analyze commercial business information, best practices, and supply chain process information, leading to strategies and implementation and institutionalization. This included process improvements for integrating direct vendor delivery shipments into the DoD supply chain; implementation of distribution metrics and strategic planning documents; and analysis into support planning for medical readiness within USTRANSCOM.
Training Support
As prime on contract N00104-03-F-Q320, LMI provided technical and eBusiness functional expertise in support of the Department of Navy (DON) eBusiness Operations Office in e-commerce (EC), supply chain management, standards, and industry research. They provided project management, policy analysis, business case analysis, IT portfolio management, IT product review and analysis, business process improvement, oversight for implementation and integration of web and EC tools throughout the DON, and consulting services. LMI built the NAVSUP enterprise architecture, and developed and conducted training modules on NAVSUP’S Methodology for Business Transformation (MBT) and the DoDAF to help facilitate migration of EA products to NAVSISA personnel.
As prime on contract N655-3804-PRT-0177, LMI assisted the Defense Acquisition University by updating the Advanced Life Cycle Logistics Management course. They developed the case study for each lesson, updated student slides, case study, and instructor support guides for each lesson. LMI delivered content for original 12 modules plus material for a supply chain module and supported a course review with course instructors.
