Ability to Monitor and Maximize Quality
R&K quality management program will be integrated each of its teaming partners to ensure the success of this performance-based contract. R&K has developed processes to maintain the highest level of quality and a system that continually improves processes. R&K will use existing work instructions, procedures and quality surveillance plans to perform specified work elements for SEAPORT task orders and projects. R&K’s proven quality management system dictates the attention and control that must be given to all facets of a product or service to maximize quality, deliver the required result and ensure total customer satisfaction. R&K’s SEAPORT-e Program Manager will constantly monitor the delivery and customer response to products and services. The SEAPORT-e Program Management Plan and task order project plans will identify quality milestones that must be met and identify specific quality metrics for task orders. R&K’s approach to instituting best practices and controlling product quality addresses basic characteristics such as form, fit, function, and reliability, and involves maintainability, appearance and end use of a product or service, among other aspects contributing to the overall value of internal operation and external customers.
R&K’s quality training is conducted prior to the start of tasking for all assigned R&K personnel and team partners. This training ensures consistent understanding and application of quality management system documents, reports and communications. Quality documentation includes records for all inspections, tests, task completion, acceptance, audits, equipment and material, calibrations, and inventory/tool control. Task order quality metrics will be published on the SEAPORT-e Teaming Forum.
Approach to Guarantee Responsiveness to and Cooperation with Customers
R&K’s SEAPORT-e Program Manager and regional project managers are pace setters in responding to the customer. The focus of the team will be to deliver the desired product and service, with results measured against task order specific standards and in accordance with the quality surveillance plan. R&K’s SEAPORT-e Program Manager has direct access to and the authority to allocate corporate assets necessary to ensure customer responsiveness. The SEAPORT-e Program Manager will coordinate activities and tasks with all team members and stakeholders to develop a course of action and resolve issues as quickly as possible.
Performance based contracting necessitates a high level of customer involvement and interaction, usually within an integrated product team (IPT) setting to define the desired results, develop acceptance measurement standards and quality surveillance plan. Customer involvement begins with a thorough requirements analysis to define expected results. R&K will incorporate lessons learned from previous contracts to involve customers at every stage of the task order execution. R&K’s SEAPORT-e Program Manager and regional project managers will welcome and solicit continuous customer feedback on task order performance.
