The Department of the Army Facility Degradation Module (DA FDM) provides Headquarters, Department of the Army (HQDA) and its Regions, MACOMs, and installations with a tool that predicts future facility condition given the current facility condition as measured by the latest Installation Status Report (ISR) survey, and given the expected funding for sustainment (maintenance and repair). Predictions are made in terms of the Red, Amber, and Green composition of user specified groups of facilities, and are based on a widely accepted recursive model of facility degradation.

The Facility Degradation Module provides Headquarters, Department of the Army (HQDA) and its Regions, MACOMs, and installations with a tool that predicts future facility condition given the current facility condition as measured by the latest ISR survey, and given the expected funding for sustainment (maintenance and repair). Predictions are made in terms of the Red, Amber, and Green composition of user specified groups of facilities, and are based on a widely accepted recursive model of facility degradation.

Features include a Scenario Wizard which allows the user to group FCGs for purposes of analysis at the HQ, Region, MACOM, or installation level; an FCG editor for ISR requirements, funding percentages, new construction, and restorations; and C Rating Charts at the summary and FCG levels. There is also an Optimization Module that allows the user to specify funding constraints and apply the remaining funding to C Rating strategies such as minimizing the number of C-Rating changes. Additional what-if functionality allows the user to specify which installations compose a Region or MACOM.

Other features include the ability to report results based on the ISR facility hierarchy of Facility Class/Category/Subcategory/FCG. Additional graphs include a Red/Amber/Green Graph and a Funding Profile Graph. Reports include the Requirements Report, Cost to C Rating Report, and the Penalty Cost Report.
